Diplomatic talks including US, Moscow, and Ukrainian officials are underway in Abu Dhabi this week, representing the latest stage in attempts to broker a ceasefire deal to end the protracted war in the region.

Key Representatives and Initial Discussions

US Army official the US representative allegedly held talks with a Russian team on Monday night, with discussions continuing into the following day.

“The talks are going well and we remain optimistic. Secretary Driscoll is closely synchronised with the White House ... as these talks progress,” a spokesman stated.

Ukraine’s top intelligence official, the head of military intelligence, was anticipated to take part in the discussions, though it remained unclear whether face-to-face engagement with Russian delegates would take place or if separate one-on-one meetings would be conducted.

Membership of the Russian team was unconfirmed. “We cannot provide details. We are following the media reports,” a Kremlin spokesperson told official outlets.

Background and Revised Peace Plan

The current talks follow prior negotiations in Switzerland where US and Ukrainian representatives reworked a draft American plan for ending the war.

Moscow has not yet approved the latest draft of the plan and is unlikely to agree to many of the Ukrainian changes.

Russia’s foreign minister, the Russian diplomat, declared that any revised agreement must embody the “intent and text” of what was covered during earlier high-level meetings between the two nations.

International Responses and Apprehensions

European officials are apparently struggling to remain involved in the process as American representatives drive the efforts.

Finland’s leader, a European figure, who has stepped forward as a key mediator between the US and European officials, commented that the immediate future would be critical in efforts to find a peace settlement.

He reportedly spoke with Kyiv’s leader and the alliance representatives, emphasizing that “Ukraine’s destiny must be determined by Ukrainians, and with European security falling under Europe’s purview.”

At the same time, the French leader, the French official, warned against a settlement that would represent a “concession” for Ukraine.

“What was put on the table gives us an idea of what would be acceptable for the Russians. Does that mean that it is what must be accepted by the Ukrainians and the Europeans? The answer is no,” he affirmed.

Specifics of the Original US Proposal

American proposal was originally made up of multiple articles and was based on discussions between American and Russian officials, with input from Ukrainian defense officials.

Major aspects of the proposal reportedly included:

• Ukraine surrendering territory currently occupied by Moscow
• Further regions that would be required to be willingly surrendered
• Restrictions on the scale of the Ukrainian army
• Immunity for all parties in the war regarding violations

Latest Developments and Ongoing Difficulties

The US official reportedly traveled to Kyiv to update the Ukrainian president on the plan and urge quick approval.

This pressure, combined with the leaking of the proposal, apparently took by surprise Kyiv and EU authorities.

Zelenskyy stated that the country was facing one of the hardest moments in its history and was being forced to choose between “losing our dignity or losing a key ally.”

Later, Driscoll informed alliance ambassadors on the proposal in the capital, with one attendee labeling it as “a nightmare meeting” and stating that EU officials were stunned by both the substance and manner of the delivery.

Washington later softened its stance, stating that the comprehensive proposal was an “opening point for discussion” rather than a definitive demand.

Military Situation During Talks

As diplomatic talks proceed, Moscow has continued its regular strikes on Ukraine’s urban centers.

Russian forces allegedly fired dozens of projectiles and hundreds of unmanned aircraft at targets in and around Kyiv, according to Ukrainian sources.

Zelenskyy stressed that the Kremlin must not believe it could win the war while negotiations were underway.

“Crucially, all allies must advance toward diplomacy collectively, with unified action. Pressure on Russia must deliver results,” he stated.

The capital’s leader confirmed that seven people had been fatally injured in the recent assault on the city.
